The International Development Agenda and the Climate Change Challenge (CDP Policy Note 2007)

Focusing international cooperation on climate change solely on the establishment of emission targets is not adequate: the latter does not adequately address developmental challenges or help achieve internationally agreed goals. The international development agenda needs to specify the actions and approaches required for ensuring economic behaviour that is compatible with environmental constraints in a way that minimizes aggregate costs, protects the vulnerable and maximizes economic growth. Capacity Development: Social Accounting Matrices Data

A Social Accounting Matrix (SAM) is a square matrix in which each account is represented by a row and a column. It provides a comprehensive picture of the economic transactions of an economy. Each cell shows the payment from the account of its column to the account of its row. Thus, the incomes of an account appear along its row and its expenditures along its column. For each account in the SAM, total revenue (row total) should be equal to total expenditure (column total).
