The subgroup of the Committee for Development Policy (CDP) met in New York City from 1 - 2 February 2018 to review the data used for the identification of least developed countries (LDCs) and to conduct country consultations with the countries identified for possible graduation from the LDC category. Least developed countries (LDCs) are characterized by limited productive capacities, which constrains their efforts towards structural transformation and sustainable development. At the same time, the actual policy choices countries that have graduated or have made significant progress towards graduation from the LDC category provide a wide range of lessons other LDCs and the international community can learn from. Whereas countries can be on different pathways towards graduation, a diverse set of social, macroeconomic, financial, agricultural and industrial policies can be effective. However, good development governance is the key factor for successfully expanding productive capacity. Download
The limited progress of least developed countries (LDCs) in developing their productive capacities remains one of the main obstacles to move towards graduation from the LDC category and to achieve the sustainable development goals. While there is international agreement on the importance of building productive capacity, the question of what policy interventions are successful usually remains unanswered. This Policy Note provides some answers by analyzing the strategies and policy choices of 14 countries that have successfully graduated from the LDC category, or have made noteworthy progress towards graduation. In drawing the most relevant lessons for implementing the 2030 Agenda for Sustainable Development, the World Economic and Social Survey 2017 systematically reviews the seven decades of development discussions contained in the publication ? the oldest continuous publication of its kind. Since its inception in 1947 and before the publication of the World Bank?s first World Development Report in 1978, the Survey had been the only publication that produced annual reporting and analyses of the global economic trends and their development implications.
