The Handbook on the Least Developed Country Category contains comprehensive and authoritative information on criteria defining the category, graduation procedures, and international support measures for LDCs. This new edition contains updates to LDC criteria and procedures as well as new information particularly on ?smooth transition? provisions for countries graduating from the LDC category. The handbook, prepared by the Committee for Development Policy (CDP) and the Department of Economic and Social Affairs (UN DESA), is intended for government officials, policymakers, researchers and other stakeholders interested in the LDC category.

The second edition of the Handbook on the Least Developed Country Category: Inclusion, Graduation and Special Support Measures (2015) provides comprehensive information on the least developed country (LDC) category, including a description of procedures and methodologies used in the identification of these countries, and the support measures associated with it.
It builds upon and updates the previous edition published in 2008. Accordingly, the LDC Handbook is intended for the use by government officials, policymakers, researchers and others interested in the particular development problems and challenges faced by the most disadvantaged developing countries.

This report makes some preliminary suggestions for actions to be taken by the international development community and the graduating countries to strengthen the process of preparing for graduation from the least developed country (LDC) category. The report also offers concrete proposals for addressing in a systematic manner, the current concerns among LDCs about the ad-hoc nature of the extension and phasing out of measures provided by certain development and trading partners.
